John Steele is a Cop out of his jurisdiction, out of his depth, out for blood!

Chicago cop, John Steele (Fred Williamson) is not happy with the news that his next assignment will not be on the familiar streets of Chicago but rather on the streets of Dallas. A visiting Iraqi Ambassador is on tour of the United States and raised the ire of some wealthy Texas businessmen. They have contracted to have the Ambassador killed. The assassin, Keno, is brutal and violent. Steele knows Keno and what his habits are. When Steele arrives in Dallas, he finds himself unwelcome by the local police as they feel they can handle things themselves. Sheriff Barnes (Bo Svenson) takes a liking to Steele and together they proceed to kick ass all over Dallas in pursuit of Keno. The chase leads Steele to Keno and his thugs at the Ambassador's last tour stop. For Steele and Keno it is one final confrontation.
