Jamey Meadows (Jon Bon Jovi, No Looking Back, The Leading Man, Moonlight & Valentino) has just been sprung from prison after taking the fall for his burglar brother (William Forsythe, Firestorm, The Rock). Desperate to walk the straight and narrow, Jamey discovers life on the streets to be more difficult and dangerous than he imagined. But as he is tempted to return to a life of crime, Jamey lands a job as a census taker, where he meets and falls hard for Chun Hua (Bai Ling, Anna and the King, Red Corner, Wild Wild West), a woman with a world of troubles of her own.
