During the Cold War, the United States hid atomic weapons in U.S. Embassies around the world to protect against possible attacks.Now that America's former enemies are allies, the bombs must be disarmed.

Enter Steve Parker (Peter Weller), a computer expert sent to Romania to disable the bomb.What he didn't expect to find was Erica Long (Daryl Hannah), an old flame and fellow government agent sent to help him.As old sparks re-ignite, the two find themselves in the middle of a violent takeover of the Embassy by terrorists.Thirty-Seven people are taken hostage, along with Steve's stepson Chris.

When the terrorists begin killing hostages, General Buck Swain (Tom Berenger) is called in to spearhead the rescue operation, and prevent the bomb from falling into the wrong hands.The fact that he doesn't even know it exists is going to make his job that much harder.
