He who controls the cops , controls the city.

Officer John Trace (Stephen Baldwin, The Usual Suspects) is a trigger-happy cop in this fast-moving action-thriller.He's an ideal candidate for an elite unit of police officers (SCAR), headed by Lt. Laine Devon (Chazz Palminteri, A Bronx Tale).The members of SCAR are permitted to use the most extreme measures to take out the city's most dangerous criminals.But John soon learns that these are no heroes, but actually cold-blooded assassins with a license to kill.

During a drug bust's fiery gun battle, John breaks the SCAR code when he helps a call girl named Candy (Tia Carrere, Wayne's World) escape.As soon as the rogue cops learn that a witness to their carnage has survived, they begin to search for her, determined to shut her up...fast and permanently.Vowing to protect the girl, John abandons the group, and he and Candy frantically flee for their lives as they become moving targets for the city's hottest marksmen.
